Wahab faced fellow Democrat, BART Board President Melissa Hernandez, in the runoff for the remainder of Swalwell's term that ends in January for California's 14th Congressional District.
Wahab garnered 51,610 votes, or 53.09 percent and Hernandez 45,598, or 46.91 percent, according to the Alameda County Registrar of Voters on Thursday.

"This victory belongs to the voters who made it clear that our district cannot be bought. Through one of the ugliest, most expensive elections we've ever seen, we never took the bait or went negative," Wahab said in a statement on Thursday. "We stayed focused on the people, and I will fight for this district that raised me. From foster care to Congress, this journey shows the possibility of the American Dream."
Swalwell resigned from his congressional seat in April amid accusations of sexual assault. He has denied all allegations against him.

Authorities are investigating after a body was found in the water at an overlook near Bodega Bay on Thursday morning.

Sonoma County Sheriff's deputies and firefighters responded about 10:40 a.m. to a call for a possible rescue at Duncan's Landing, a scenic area along the coast between Bodega Bay and Jenner.
A person was found in the water by a rescue swimmer and brought to shore, where they were pronounced dead.
The person's name has not been released, and the circumstances are under investigation, the sheriff's office said.

Calistoga mayor and two City Council seats are up for election this year. But there won't be a vote.
Why? No one ran.
In a meeting on Wednesday, City Council members approved a motion to cancel the city's General Municipal Election, which was scheduled for Tuesday, Nov. 3.
"Not everybody wants to be involved in the, you know, political world, even at the local level," said Calistoga Mayor Donald Williams. He will be stepping down when his term is up in December.

"It's an honor to be selected," said Williams. "But nonetheless, it's not a job that a lot of people want to do."

A bill to strengthen e-bike safety for youth in San Mateo County has been approved by the California State Legislature and is awaiting the governor's signature.
Assembly Bill 2595 from Assemblymember Diane Papan, D-San Mateo, would establish a pilot program in San Mateo County authorizing local jurisdictions to prohibit children under 12 from operating Class 1 and Class 2 e-bikes - the two lowest classifications of pedal-assisted bicycles, both capped at a top speed of 20 mph.

The program's enforcement structure would treat a violation as an infraction, punishable by a $25 fine after an initial 60-day warning period. Children would be able to avoid a court record or fine by completing an e-bike safety and training program within 120 days of a citation.

A convicted felon barred from having firearms was arrested by Monterey County sheriff's deputies on suspicion of multiple weapons crimes and being in possession of narcotics, the Sheriff's Office said Thursday.
Investigators with the Sheriff's Office got a tip that Richard Johnson, 41, allegedly had ammunition despite being a felon. A search warrant was issued for his residence and he was taken into custody on Wednesday.

The search was carried out in the 13000 block of Pope Lane in the East Garrison area of the county by the city of Marina.
Authorities seized multiple handguns, including one without a serial number; multiple Glock-style ghost guns without serial numbers, along with gun components; firearm suppressors, high-capacity magazines; tools and other machinery to create ghost guns, including 3D-printed firearm parts.

A Mill Valley man reported missing who had last been seen at his job in Richmond was safely located, police said Thursday.

Alexander Drejes was last seen at about 7 p.m. Wednesday near West Cutting and Canal boulevards in Richmond and he never returned home to Mill Valley, according to the Silver Alert activated by the California Highway Patrol on behalf of the Mill Valley Police Department.
On Thursday afternoon, Mill Valley police said Drejes was found.

Three people face felony charges in connection with a series of alleged armed robberies that targeted Hispanic street vendors and their customers in East Oakland, the Alameda County District Attorney's Office said Thursday.

Howard Tisdale, 37, Keeyana Marie Johnson, 34, and Shiphon Degrate, 29, were charged with multiple felony offenses stemming from robberies reported Monday and Tuesday, according to the District Attorney's Office.
The charges include robbery, possession of an illegal assault weapon and evading law enforcement, prosecutors said.

More low clouds are expected to push across the Bay Area on Friday as onshore flow strengthens, while warm and dry conditions continue at higher elevations, according to the NWS.
The stronger onshore flow, especially across the North Bay, is expected to bring a more extensive marine layer overnight. Temps should also move closer to normal for this time of year.
Above about 1,000 feet inland and near the coast, warm and dry conditions will continue through Friday. That includes areas around the Timber Fire, where relatively light winds are expected to help limit the fire's spread.

The marine layer is expected to deepen only slightly into early Saturday as onshore flow continues across the region, according to the forecasters.
