Massachusetts — 9th District

Craig Swallow of New Bedford is challenging U.S. Rep. Bill Keating for the 9th Congressional District in the Democratic primary election on Sept. 1, 2026.

Swallow, of New Bedford, is a restaurant manager and former high school history teacher, according to his campaign website. He describes himself as progressive and is a co-leader of Indivisible Southcoast NE.

His priorities include lowering the cost of transportation, childcare, food and other monthly expenses families face, as well as Medicare for All, education and workforce development, and eliminating dark money from politics, according to his campaign website.

Keating, of Bourne, was first elected in 2010 to represent the 10th District, which was later eliminated during redistricting, before winning election to the 9th District in 2012.

Before that, he served in the Massachusetts House of Representatives and Senate and as Norfolk County District Attorney, according to Ballotpedia.

Keating serves on the House Foreign Affairs Committee and the Armed Services Committee, with a focus on cybersecurity, emerging technologies and information services, according to his campaign website.

His priorities as a member of Congress include supporting federal funding for educational programs across all grade levels; energy policies that increase the use of clean and renewable sources such as solar and offshore wind; gun safety; and conservation and coastal restoration initiatives related to climate change, according to his campaign website.

The 9th District includes:

Barnstable, Nantucket and Dukes (Martha’s Vineyard) counties.

The following Bristol County cities and towns: Acushnet, Dartmouth, Fairhaven, New Bedford, Raynham Precincts 1, 2, 4A; and Westport.

Norfolk County: Cohasset

The following Plymouth County cities and towns: Bridgewater, Carver, Duxbury, Halifax, Hanover, Hanson, Kingston, Marion, Marshfield, Mattapoisett, Middleborough, Norwell, Pembroke, Plymouth, Plympton, Rochester, Rockland, Scituate and Wareham.
